Anti-submarine warfare and security to be highlighted at UDT 2011

Next year’s Undersea Defence Technology Europe will see a significant broadening of the conference agenda.  This will look in detail at future global threats to underwater security and their relation to current and future naval capability requirements.  The agenda will also look at anti-submarine warfare (ASW), future technologies, as well as addressing new methods of utilising existing underwater platforms. 

Conference committee chairman, Barrie Sadler, Deterrent Strategy and Development Director, Babcock, said, ‘UDT has always kept pace with changes in the undersea defence arena and the 2011 programme will demonstrate clearly that this is still the case. Submarines, together with their associated equipment and technologies, are still of fundamental importance, we also recognise that surface and air assets now feature prominently in the operational environment and they too require serious consideration’.

He continued, ‘The responsibilities of the undersea defence community now include protecting key facilities such as ports and energy installations from attacks by terrorists using increasingly sophisticated methods. As a result, security issues will also be high on our agenda’.

UDT Europe 2011 will be staged at ExCeL London from 7-9 June. The conference and co-located exhibition are organised by Clarion Events.

UDT showcases industry’s innovative response to customer needs

The undersea defence technology sector is alive and well. It is also very aware of the needs of the operational community in these financially constrained times and ready to apply innovation to meet the associated challenges. These were the core messages to emerge from UDT Europe 2010, the international conference and exhibition, which was staged in the CCH conference centre, Hamburg from 8 – 10 June.

Visitor attendance was 1520, a 20 per cent increase on last year’s event in Cannes. The show also attracted a record number of military flag officers and senior guests who took up Clarion’s invitation to attend.  Europe was strongly represented with delegates from France, Germany, Italy, Netherlands, Norway, Sweden and the UK and from further afield VIP visitors represented Australia, Brazil, Russia and Thailand. 

Conference
In the first keynote address Vice Admiral Axel Schimpf, Chief of Staff, German Navy, said that the world has changed fundamentally, with globalisation potentially having a significant impact on individual nations’ security. He described the sea as ‘the bridge connecting our global world’ and said that the German Navy’s vision for beyond 2025 was ‘Protect and project’.

Rear Admiral Mark Anderson, Commander Operations, Royal Navy, United Kingdom, said that the asymmetric undersea threat is very real and the days of the deep water anti-submarine operations had largely gone. He identified the priorities for these times of constrained defence budgets as ‘really good torpedo decoys’, intelligence gathering with near real-time reporting, and anti-submarine capability.

The need to meet largely unknown future challenges while making every Kroner count was a theme of the presentation by Rear Admiral Andreas Olsson, Director, Naval and Marine Procurement Command FMV, Sweden. He said that an alternative to buying new platforms incorporating all the latest technology was submarines that had significant potential for upgrades over a considerable period of years.

Exhibition
The VIPs toured the exhibition floor where close attention was paid to the products and technologies on display. The exhibitors welcomed the interest displayed by visitors from across the spectrum of the undersea sector.

SAAB Underwater Systems President, Thomas Lindén said, ‘We used UDT Europe to show our new submarine based ROV.  We were very pleased with the high quality of the military delegations that visited our stand and with the discussions that we had.  We had meetings with important contacts from European countries and beyond.  We have already committed to exhibit at UDT 2011 in London’.

Rafael used their first ever UDT to launch their new naval communications suite and to showcase their Protector unmanned boat and the Torbuster torpedo decoy. Eyal Ben Zion, Marketing Director & Business Development, Naval Warfare Systems Directorate, said Rafael was having a very good show and was particularly pleased that most of the visiting military VIPs had viewed the company’s offering.

Rotinor featured their high performance diving scooters, which were launched last September at DSEi. Anthony Simmonds, Sales Manager, said, ‘I am very impressed with the level of visitors we have met and the organisation of the show. Our expectations have been exceeded. The Tuesday evening exhibitor networking event in the hall was very valuable and enjoyable - so many shows want you to leave when the visitors go. We had a great DSEi last year and this has been an excellent follow up’.

Sam West of Atlas Elektronik UK said, ‘UDT has given us an excellent platform from which to tell customers about the exciting developments that have been taking place in our company’.

Matthias Baumert, Manager Fairs & Exhibitions / Advertising, Business Development, Atlas Elektronik, said, ‘The show has been really good for us with many visitors. We have already booked a bigger stand for next year’.

Justin Knowles, Director, Maritime Products, Patriot 3 Maritime, said, ‘Most of the interest has been in our Jetboots hands-free diver propulsion system. This is the first time we have exhibited at a show of this type and there has been more interest than I was expecting. Typically officers from the user community have looked at the system and said “I must bring my commander to see this, it’s what we’ve been looking for”. It’s good to have interest like this from operators as well as distributors’.

UDT Europe 2011
UDT 2011 will be staged at ExCeL London from 7-9 June. UDT Asia 2011 to run alongside IMDEX

UDT Asia, the international conference and exhibition for undersea defence technology, will next be staged alongside the leading Asian naval show, IMDEX Asia in May 2011.  The move follows consultation between UDT organisers Clarion Events, the Singapore Navy and other stakeholders.

Tim Porter, Managing Director, Clarion Defence & Security, said, ‘UDT Asia was originally scheduled to take place in September 2010 but the opportunity to run alongside IMDEX Asia was too good to miss.  South East Asia is one of the world’s most important regions for maritime traffic.  As a result, security – both surface and undersea – is a top priority.  Bringing together all the latest products and technologies – together with a highly influential conference – under one roof will be enormously beneficial for all concerned.  Both UDT and IMDEX are fully supported by the Singapore Navy and collectively we shall have even greater leverage in attracting senior naval personnel from across the region.’

He continued, ‘The two events last ran alongside each other in 2002 – 2003, creating what was widely regarded as one of the strongest and most successful editions to date.  We have every confidence that the formula will work again.’

UDT welcomes record number of VIPs

The international appeal of UDT, Europe’s premier undersea defence technology conference and exhibition, was underlined by the attendance on Day 1 of a record number of military flag officers and senior guests. Europe was strongly represented with delegates from France, Germany, Italy, Netherlands, Norway, Sweden and the UK. There were also VIP visitors representing countries further afield, including Australia, Brazil, Russia and Thailand.

The delegations included experts from key areas such as R&D, defence capability and procurement, plans and budgets, maritime force development, fleet operations, logistics and defence exports.

Top military included Vice Admiral Axel Schimpf, Chief of Staff, German Navy; Vice Admiral Dumrongsak Haocharoen, Deputy Chief of Staff, Royal Thai Navy; Rear Admiral Mark Anderson, Commander Operations UK FLEET; and Rear Admiral Andreas Olsson, Director Naval and Marine Procurement Command FMV, Sweden. Admirals Anderson, Olsson and Schimpf all gave keynote addresses at the start of the three-day conference, as did Dr Paul Narum, Director General of the Norwegian Defence Research Establishment, FFI.

In the afternoon the VIP party toured the exhibition, taking a close interest in the products and technologies on display and engaging in in-depth discussions with industry.

Innovation and enterprise still thrive at UDT

It was a case of standing room only as UDT Conference Chairman Ernst-August Petsch opened the 2010 event at the CCH conference center in Hamburg on Tuesday 8th June. Capt Petsch said that after 20 years – and making its fourth visit to Hamburg – UDT was showing no signs of fatigue but instead was continuing to show that innovation and enterprise were very much alive in the undersea defence community.

The first keynote address was given by Vice Admiral Axel Schimpf, Chief of Staff, German Navy, who said that the world has changed fundamentally, with globalisation potentially having a significant impact on individual nations’ security. He described the sea as ‘the bridge connecting our global world’. He said that while technology had an important role to play in meeting the new spectrum of threats – which included international terror, organised crime, piracy and weapons of mass destruction – there should not be over emphasis on this area, quoting an earlier German admiral who said ‘technique without leadership is purposeless’. Adm Schimpf said that the German Navy’s vision for beyond 2025 was ‘Protect and project’.

Rear Admiral Mark Anderson, Commander Operations, Royal Navy, United Kingdom, said that the asymmetric undersea threat is very real and the days of the deep water anti-submarine operations had largely gone. Today’s platforms were more advanced but fewer.  Furthermore, the cost of producing and laying mines was a fraction of the cost of detecting and neutralising them. Adm Anderson described the submarine as a ‘sea denial weapon’ to scare off the enemy, saying that ‘submarines need to be sinister’.  In terms of priorities for these economically-challenged times, he said that ‘really good torpedo decoys are a must’. Also important were intelligence gathering – with near real-time reporting – and anti-submarine capability.

He too commented on the increasing need to meet asymmetrical threats, stating that in the future the enemy might not be as well trained or organised as traditional opponents but this did not lessen the risk they posed.

Dr Paul Narum, Director General of FFI, the Norwegian Defence Research Establishment, described the range of undersea defence programmes which the institution is researching. Focusing on the subject of network centric warfare, he said that the majority of people associate this with land and air, but FFI was working on a highly affordable capability for undersea applications.

The UDT 2010 conference continues tomorrow (9th June) and Thursday.

UDT highlights latest torpedo defence technologies

The loss of a Republic of Korea Navy warship to a heavyweight torpedo believed to have been fired by a North Korean coastal submarine has provided a shocking reminder to navies and military planners as to the vulnerability of undefended surface ships to torpedo attack.

 

On the night of 26 March the corvette Cheonan sank in waters just off the south-west coast of Baengnyeong Island, in the Yellow Sea, after a large explosion blew off the stern part of the ship. Forty-six out of the ship’s 104 crew died as a result.

 

After a painstaking examination of recovered wreckage, together with analysis of material evidence recovered from the seabed, a Joint Civilian-Military Investigation Group on 20 May announced that a torpedo fired from a North Korean submarine was responsible for the ship’s sinking. It went on to identify the weapon as a CHT-02D heavyweight homing torpedo with a 250 kg high-explosive warhead.

 

The incident has served as a powerful reminder of the potency of the torpedo – and a re-awakening of the requirement for an effective anti-submarine warfare capability including robust torpedo defence.

 

Up until the attack on the Cheonan, the last time that major surface warships came under attack by submarine-launched torpedoes was in the 1982 Falklands conflict. This interregnum may have led some observers to conclude that the threat had gone away. However, a quick look at the export of submarines and heavyweight torpedoes over that same period reveals instead that a large number of regional navies, stretching from the Mediterranean, the Gulf and Indian Ocean through to Southeast Asia, are building up a predominantly anti-surface capability founded on modern diesel-electric submarines equipped with state-of-the art command, fire control and sonar systems and advanced heavyweight torpedoes.

 

In response, defence laboratories and systems houses alike are investigating methods and means to detect and defeat torpedo threats. These include advanced detection, classification and localisation techniques; soft-kill countermeasures (both towed decoys and offboard devices); and hard-kill defences (through the development of advanced anti-torpedo technology).

 

UDT Europe 2010 will highlight leading edge developments in this area – all of which have now taken on an even greater significance.

New technologies on show at UDT

Once again UDT will provide a forum to display products and technologies for the undersea sector.

EdgeTech will be showcasing their Littoral Mine Countermeasures Sonar (LMCS), which is a highly advanced Dynamically Focused Multi-Pulse Side Scan Sonar System. The LMCS System combines EdgeTech’s Multi-Pulse technology for high speed rapid deployment mine detection, along with dynamically focused transducers for high resolution mine detection at long range (600 kHz). A secondary conventional, dynamically focused, ultra high frequency (1600 kHz) is also provided for detailed classification and identification of mine and IED-like target capabilities. The result is an affordable state-of-the-art mine warfare sonar system based on COTS that meets MilSpec requirements.

EuroTorp will display a mock-up of their MU90 Advanced Lightweight Torpedo.  Designed and built with the most advanced technology, the weapon is of fire-and-forget type conceived to cope with any-task-any-environment capability requirements and meet the ASW operational needs of the 21st century. Also on display will be a mock-up of their A244/S Mod 3 torpedo, which has been designed to counter the threat posed by any conventional submarine as well as nuclear subs when engaged at the transit speed of up to 15 Kts.

First time exhibitor Gate Elektronik will exhibit their Unmanned Water Systems, which includes their Autonomous Underwater Vehicle (AUV), Remotely Operated Vehicle (ROV) and their Single Shot Rov (SSR).

Kollmorgen Electro-Optical, the sole designer and manufacturer of all periscopes and optronic systems for the US Navy, will display two of their international systems: a periscope system with search, attack and IR capabilities allowing 24 hour functionality and a non-hull penetrating sensor system. The company will also be presenting an attack optronics - a low profile optronic mast resulting in high performance electronic imaging in a low visual profile sensor unit.  The attack optronic also comes with the option of 360° real-time situational awareness.

Kongsberg Maritime will be showing its latest high performance underwater camera and lighting systems, including the upgraded OE14-502 HDTV camera with direct HDSDI connectivity; their latest OE13-124 BIT low-light navigation camera; the new OE10-102 Pan & Tilt and OE10-103 Rotator Units; and a selection of new general purpose halogen and LED lamps.

COTS calls for a new approach

A diversity of technology enablers will be under the spotlight at UDT Europe, a premier conference and exhibition dedicated to undersea defence technology, which takes place at the Congress Centre Hamburg, Germany from 8 – 10 June 2010.

 

In his presentation entitled The Common Combat System Programme, Lt Cdr Roger Shepherd, RN of MoD Abbey Wood argues that navies can no longer afford to deliver and sustain capable Submarine Combat Systems, both now and in the future, without the utilisation of the essential enables of Commercial off the Shelf technology and Open Systems Architecture (OSA).

 

He states that the pathfinder programme which will enable this is the Common Combat System (CCS) initiative which seeks to utilise COTS products, commercial architectures, operating systems, applications and standards where possible and by taking advantage of the commercial investment and volume that comes with participating in a global market. 

 

However, in order to take advantage of this global market it is necessary to re-evaluate the manner in which navies undertake many aspects of their business, in particular, by recognising that they are no longer the dominant customer in a small and specialist market but are becoming a smaller customer in a very large and diverse market.

 

Lt Cdr Shepherd asserts that “the benefits of utilising COTS technology and OSA will not be achieved if we continue to design, procure and support our COTS equipment using the same traditional methods used for our legacy bespoke equipment.  Therefore, an evolving Combat System Enterprise based upon the exploitation of COTS equipment and OSA is also required if we are to prevent erosion of the financial and programmatic benefits of the CCS.

 

Effect of ASW on whales

 

Simulation is an effective way of assessing the efficiency of naval forces.  Laurent Mifsud and Martine Glemarec of DGA/DT/Techniques Navales, Toulon, will describe the acoustical effects of an operating ASW force on a group of beaked whales that were coincidentally present in the area.  This was achieved using the time-event simulation engine ASTON ((Atelier de Simulation Technico-Operationnel Naval).  ASTON enables the kinematics and acoustics of the assets to be modelled, while a Petri place/transition net is used to model pseudo random animal behaviours.

 

Camouflage colours for submarines

 

A submarine conducting covert operations at, near or inside territorial waters of a coastal state is always at risk of detection and pursuit, a risk which increases when the vessel is operating close to the surface.  In this case environmental conditions are of particular importance.  Besides their indirect signatures, the hull colour of submarines can have a significant impact on their visible perceptibility.

 

In this paper Dr Jörg Förster, Bundeswehr Technical Centre for Ships and Naval Weapons – WTD71 will describe two sea experiments that were carries out in 2007 in the Baltic and Mediterranean seas to study the camouflage effectiveness of different colours. 

 

The main objective was to determine the impact of the sea area, studying factors such as water clarity, its colour and the environmental conditions on the detectability of submerged test objects that were painted with different colours.  In accordance with the Secchi disk measuring method, depth visibility thresholds were determined for 10 colour plates.  These studies were completed by multispectral in-situ absorption and beam attenuation measurements to analyse sea surface layer inhomogeneities.  Results show that for both areas solely one colour provides the best camouflage.
